The original intent of building the beltway was to enable heavy-duty vehicles to bypass the densely populated neighborhoods, and thereby ease traffic congestion in the inner-city roads. The change in congestion was transient, as gasoline–ethanol passenger cars responded by filling the space the diesel trucks left behind.

The alternative-fuel car evolved to reduce exhaust emissions and other problems derived from burning fossil fuels.
