The truth is that electric vehicles aren't a reliable option for everyone, nor are they affordable. Those who want an electric vehicle and can afford it have every right to purchase one. CARB's regulation would allow automakers to sell up to 20 percent PHEVs by 2035 with a minimum 50-mile all-electric range.
