After a steady decline from 2010 to 2016 of almost 22 grams of CO 2 per kilometer (g CO 2 /km), average emissions from new passenger cars increased in 2017 and in 2018 (by 2.8 Sales of plug-in hybrid electric vehicles (PHEV) and battery-electric vehicles (BEV) continued to increase to about 3.5%, compared with 2% in 2018.
