As part of ARB’s 2006-2007 budget, the California legislature allotted $25 million for the purposes of encouraging the use of biofuels and high efficiency, low-emitting vehicle technologies. These funds were used to support projects that reduce air pollution and greenhouse gas emissions by using alternative fuels.

Existing law exempts certain clean, alternative-fuel vehicles from these occupancy requirements, so that a vehicle with a sole occupant may use an HOV lane—if the vehicle displays a Clean Air Vehicle sticker. The state has implemented three clean air vehicle HOV sticker programs in recent years: White HOV stickers.
