The initial sales requirement was 2% of car sales in 1998 (representing about 20,000 vehicles at the time), increasing to 5% in 2001 and 10% in 2003. Currently, nine states have done so: Connecticut, Maine, Maryland, Massachusetts, New Jersey, New York, Oregon, Rhode Island, and Vermont.

The easiest conversions are for 2004-2008 Prius (not 2001-2003 Prius) and the Ford Escape/Mercury Mariner Hybrid. Drivers of converted cars have received high levels of cooperation from dealer service departments so far. Though costs are now high, we believe automakers could sell PHEVs for only $2,000-$5,000 more than current hybrids.
