Consumption of anhydrous ethanol has grown steadily since the 1990s, peaking in 2003. Brazil introduced its current generation of ethanol-powered cars in 2003, the same year in which anhydrous ethanol consumption peaked. In 2005, their sales increased even further, accounting for approximately 54% of all new car sales.

In 1990, California adopted a zero-emission vehicle (ZEV) requirement, mandating that the seven largest automotive companies in California “make available for sale” an increasing number of vehicles with zero tailpipe emissions. ZEV credit level by type. Definition. 2012-2104 credit level. 2015-2107 credit level.

The comparison keeps being raised, though studies are conclusive: The "well-to-wheel" emissions of electric vehicles are lower than those from gasoline internal combustion vehicles. In 2003-04, the US Marine Corps demonstrated a diesel-electric PHEV-20 HUMVEE.
