This is partly because the sector has grown more than expected and partly because vehicle emission standards have not always delivered the anticipated level of NO x reductions. Liechtenstein reports it has missed its NO x and NH 3 emissions ceilings, Norway its NO x emission ceiling, while Switzerland has achieved its four ceilings.
