Laredo Bus Facility Solar Canopies: Provide shade structures with integrated, grid tied photovoltaic cells to be erected on the bus storage lot at the Laredo Bus Maintenance Facility. As of October 1, 2023, every US state except Michigan, Nebraska, Tennessee, and Wisconsin has passed the legislation needed to redefine a utility and allow kWh pricing. Legislation was needed to exclude EV charging station hosts from the definition of a public utility. Kentucky will implement the kWh tax starting in January 2024.

At present, PHEV technology alone is equipped to improve the current electric grid. The car can refuel during periods of low demand on the grid, and if equipped with a bi-directional charger, can actually replenish the grid with excess energy gleaned from a renewable resource.
