Staff also briefed the Board on staff’s assessment of the effects of the economy on emissions from In-Use On-Road and In-Use Off-Road regulations. With fewer new vehicles purchased, the average age of the fleet is increasing, leading to increased emissions. Economy alone does not achieve needed PM reductions. Source: ARB.
