CARB's regulation would allow automakers to sell up to 20 percent PHEVs by 2035 with a minimum 50-mile all-electric range. Electric cars also haven’t yet reached parity with gasoline or diesel vehicles in terms of uptime and there are lingering questions about serviceability as it pertains to DIY maintenance.
