I’m talking about Low Speed Vehicles (LSVs) , the official term for what many people call Neighborhood Electric Vehicles (NEVs). But it doesn’t have to be that way. Err, actually, I probably shouldn’t call them “cars”.

The Volt is, and always has been, more than than an electric car. GM will leapfrog Toyota and Honda by providing an electric car to the masses by the end of next year.
