Saudi Aramco’s investment of $300 billion in the next 10 years will, in large part, be focusing on the new technology needed to keep existing projects running while opening up new volumes in the future. But the current production increases in Nigeria, Iraq and Libya, will most probably be temporary.

Indeed, shale companies were coming off of one of their worst quarters in terms of cash flow in recent history. E&P companies began cutting costs, laying off workers, squeezing their suppliers and deferring projects that no longer made sense. If we stay (at $55 a barrel), the world’s biggest oil companies start to make money again.

State-owned oil companies often have many more responsibilities than just producing oil. The fact that the government is considering taking parts of Saudi Aramco public does not bode well. And that’s with per barrel production costs of around $31/$32 in Nigeria, $23/$24 in Libya, and $10/$11 in Iraq. Right now, they can’t.
