Last year Oregon had also aggressively negotiated with the Chinese carmaker, BYD , to manufacture its line of plug-in hybrids in the state for sale in the U.S.) None of the new electric cars are planning to use old-tech lead acid batteries. So why has Oregon become a hotbed of activity for electric vehicles all of a sudden?

If you build a car as a "kit car" with no real factory, then yes, it will never be an economic success. Hybrids are a proven winner, but a series-hybrid (range extended EV), such as the Volt takes things to a much higher level with existing and "mostly" affordable tech. You guys go ahead and buy your 40 mile per charge GM golf cart.
