This is in part due to the collapse of the Italian and French markets, on which small cars are heavily reliant for sales—in 2019, 38% of A and B segment registrations in Europe occurred in Italy and France. As expected, all segments across Europe were impacted negatively by mandatory lockdowns. Some models performed better than others.

The government sees environmental upsides and a chance for its car makers to gain ground on foreign rivals, since electric vehicles are simpler to engineer than gasoline-engine ones. The battery-powered cars that Chinese companies are showing are intended to be much less expensive than those planned by big foreign companies.

My friend (same one who made the ice cream truck sound effect comment to me) asked me if this was some kind of conspiracy from gasoline advocates to try and further delay mass acceptance of EVs. Even in the Chinese market where smaller EV sales are booming, profits are not. Total cost of ownership of EVs is generally less than an ICE vehicle over its expected life since they have lower maintenance costs and electricity is less expensive per mile than gasoline, and tax incentives and rebates help a lot as well.
