The vision is fuelled by the fear of climate change and the need to find green alternatives to dirty coal, unpopular nuclear power and unreliable gas imports from Russia. Oil is the alternative. Are we going to burn more oil, natural gas, or (gasp) coal to produce it? Alternative is no longer an alternative.

It is also flex so that future biomass fuels such as cellulosic ethanol, methanol can be used (no oil). Also maintenance on these (no oil changes to speak of) etc will cost much less than an internal combution propelled car. Air travel will be limited to extremely expensive intercontinental and military flights to conserve oil, and nuclear developments will be for military purposes only for national security.
