It can do this with little disruption to the way homes and industry purchase and use energy today. In the past the auto industry has responded to incentives and guidelines set by government agencies and reengineered their product to meet this requirement. We can set a goal to have every new vehicle purchased be a PHEV.

The government will make direct grants to automakers (as we do, of course) and also provide “subsidies of up to $8,800 are being offered to taxi fleets and local government agencies in 13 Chinese cities for each hybrid or all-electric vehicle they purchase.”

The LEVC electric taxi might still be the only EV that both designed *and* produced on UK’s home turf. France’s auto industry is probably the largest Western auto industry that goes completely under the radar in the US. If Norway also had an auto or EV-battery industry, no country could catch it in the charts.
