As people have seen the EV adoption rate globally is under pressure and a lot of other auto manufacturers are pulling back on EVs and pursuing plugin hybrids instead. Currently normalized worldwide cost per vehicle in Austin and Berlin are already very close to that of Fremont. That seems like it would be a waste not to use it.
