Valero holds an option until January 2016 to become a partner in the Diamond Pipeline and purchase a 50% interest. Construction of the pipeline will enhance the refinery’s long-term ability to produce gasoline, diesel and jet fuel for the greater Memphis and eastern Arkansas area. Valero acquired it in 2005.

In addition to financial issues, such as where incentives are available and how much driving electric will save you compared to filling up with gasoline, the deciding factor for ranking the states was the density of available public charging. Most states fell in between, offering a variety of purchase or electricity rate incentives.
