As of today, less than 1% of vehicles on the road in the US are either BEVs or PHEVs. When 1 out of 10 vehicles on the road in America don’t use any gasoline, then that will have a real impact on fuel tax revenue. Anyone who makes an argument otherwise because BEVs don’t emit tailpipe emissions is simply wrong.
