The study, written by scientists of the Technical University Berlin (TUB) and PIK, was commissioned and financed by the BMW Group. Additionally, car manufacturers can only influence tank-to-whee efficiency and/or emissions, and thus these policies do not provide proper incentives for fuel producers.
