Americas big gas guzzlers and polluters are not the cars that about half the country drives around. Meanwhile, the Chinese government announced earlier this month that it has adopted a plan to make its country the leading producer of hybrid and all-electric vehicles by 2011, with a goal of producing 500,000 vehicles annually by then.
