Portuguese drivers are the greenest in Europe when it comes to buying cars with an average CO2 rate of 138g/km (eg. By April last year, sixteen Member States had CO 2 -related taxation, up from fourteen in 2008, eleven in 2007 and nine in 2006. The Czech Republic and Romania take the number of Member States up to fifteen. New to the list are Germany, that introduced such system in the summer of 2009, and Latvia. New to the list is Belgium.
