GM has announced plans for public sales in 2010, and almost every carmaker now says it will sell PHEVs or highway-speed battery electric vehicles (BEVs) sometime after 2010. In late 2008, BYD started selling the first production PHEV in China. First Escape PHEV delivered to SCE Nov 2007; 20 in 2008-2009. Batteries not ready.

They can not be tied to a mileage tax, a three fold increase in the gasoline tax, and support collection of state sales taxes on a national level because people see these taxes on a daily basis. Never again.
