We Promote PHEV Conversion Programs: First CalCars in 2004, then a number of aftermarket companies, have converted over 200 cars — at first most were for fleets, but more and more are going to individual owners. The easiest conversions are for 2004-2008 Prius (not 2001-2003 Prius) and the Ford Escape/Mercury Mariner Hybrid.

In 2003, the board relaxed its landmark support for so-called zero-emission vehicles after being sued by the major car companies and the Bush administration. The board had voted in 1990 to require that at least 10 percent of cars sold in California to be zero-emissions vehicles by 2003.

Several dozen prototypes on 15-passenger van since 2004; now in second generation development; no production plans. When Lutz first proposed creating an electric car in 2003, the idea "bombed" inside GM, he says. "I Daimler/Mercedes Took over Daimler/Chrysler Sprinter PHEV program. The electrification of the automobile is inevitable."
