In an earlier rulemaking, NHTSA reformed the corporate average fuel economy (CAFE) standards with a size-based standard based on footprint. The two agencies are continuing with their analysis, and will incorporate the upcoming National Academies update of the 2002 NAS Report, which presents technology effectiveness estimates.
