Taking legal action over the ZEV mandates would be a repeat of the late 1990s: automakers filed a federal lawsuit that led California to water down its ZEV requirements beginning in 2001, thus effectively ending most automakers electric vehicle (EV) programs for more than a decade. International cooperation will be necessary to resolve problems in maritime and air transport, but action on cars and trucks can be taken at a national or state level. Europe has gasoline taxes over $4 per gallon and still finds the need to adopt aggressive performance standards for cars to reduce GHGs and oil use.

The easiest conversions are for 2004-2008 Prius (not 2001-2003 Prius) and the Ford Escape/Mercury Mariner Hybrid. A new trend is conversion of internal combustion engine vehicles. Drivers of converted cars have received high levels of cooperation from dealer service departments so far. So far, most start as hybrids.
