It was a Manufacturing Failure, as GM NEVER planned to build the car in Volume, so No Economies of Scale were ever achieved. Blending the MPG of SUVs and small cars understates the real consumption and rewards automakers for building gas hogs and unsafe micro cars which makes people want to buy "safe" gas hogs.
