Darbee noted that although California has about 12% of the population, it has about 25% of the demand for plug-in hybrids. Berkeley will have a higher percentage than Fresno—it will not be unlikely for 3-5 PEVs to show up on one neighborhood circuit in Berkeley, overwhelming the local circuit, and leading to blackouts, he said.
