Of course, EVs that arent designed for battery swaps wont use it, and plug-in hybrids wont need it. The other proposal that makes some sense is adding on-the-fly charging to carpool/hybrid lanes on highways that many states already have. Battery swapping wouldnt make economic sense without a considerable degree of standardization.
