The Advanced Clean Trucks (ACT) rule requires the sale of at least 30% zero-emission trucks by 2030; the HDV Omnibus rule requires a 90% reduction in NO x emissions from Model Year 2027 engines; and the California Phase 2 greenhouse gas rule sets standards to improve the efficiency of tractor-trailers. The rebates are primarily targeted at medium- and heavy-duty vehicles; of the funding allocated for rebates, not more than 25% is to be used to provide rebates to qualified owners for the purchase of qualified alternative fuel vehicles that have a gross vehicle rating of not more than 8,500 pounds.
