To try and understand and document all of the key proposed revisions, I combed through the Rules Committee text of H.R. Notes: SUVs are not defined, but presumably this category includes crossovers. With caps on vans, SUVs and pickups at $80,000 the proposed revisions fundamentally fails these two goals. More on this below.
