In May, CARB asked the EPA to approve its plan to require all new vehicles sold in the state by 2035 to be either electric or plug-in electric hybrids, setting the stage to ban automobiles using fossil fuels. California's zero-emission rules [claims it] will cut by 25 percent smog-causing pollution from light-duty vehicles by 2037.
