Brooks presented an earlier version of this paper in a December 2002 CARB workshop on the Zero Emission Vehicle Mandate which was ignored. We worked on the Maker Faire plug-in project, and supported the effort that brought the CalCars Edrive Lithium Plug-in Prius to Washington DC in May.

So he proposed at the California Air Resources Board ZEV workshop on Tuesday. Tuesday's workshop was not so different. But PHEVs are inherently the most complicated of all options. Lately Goldman has been driving one around DC, meeting with policy makers and pushing for consumer incentives for hybrid conversions.

An empty battery electric vehicle (BEV) battery may take up to 40-50 hours to charge the US Department of Transportation says , and a plug-in-hybrid electric vehicle (PHEV) 5-6 hours. An empty BEV battery may take 4-10 hours to charge, while a plug-in-hybrid electric vehicle (PHEV) 1-2 hours. Most PHEVs cannot use L3 chargers.
