VCD uses Cam Torque Actuated (CTA) phasers with Mid Position Lock (MPL) that can phase the camshafts fast enough with enough range of authority to achieve virtual cylinder deactivation. Extended range of authority is required to phase the camshafts 95 degrees; MPL is required to start the engine with extended range of authority.

A couple of drawbacks to consider might be the capitalization costs of building these stations and the batteries that they would have to have in stock. For extended range I guess one could carry a fairly modest generator set in the trunk to avoid ever being stranded. You could sit in your vehicle while the operation takes place.
