To achieve a 50% improvement in new cars by 2030, the main additional measures would be full hybridization of a much wider range of vehicles (possibly including, but not requiring, plug-in hybrid vehicle technologies). This would also depend on the provision by the electricity sector of low-CO 2 electricity.
