CO2 from cars does not contribute to smog and is not harmful to human health but it is one of the leading contributors to global warming. General Motors plans to unveil the Chevy Volt, a plug-in hybrid, sometime in 2010, and Toyota may begin selling a plug-in Prius in late 2010 or early 2011.

If you just set aside the fantasy goal of an electric car with the same or better performance than an ICE powered car then we could build utilitarian short range EVs now, and could have been doing this coninually since 1900 with lead-acid batteries. There is significant cause vs. effect debate on CO2. We have oil!
