EPA proposes CO2 emission standards for new fossil fuel-fired power plants

For purposes of this rule, fossil fuel-fired EGUs include utility boilers, IGCC units and certain natural gas-fired stationary combustion turbine EGUs that generate electricity for sale and are larger than 25 megawatts (MW). those that burn biomass only); or low capacity factor EGUs that sell less than 1/3 of their power to the grid.
