We won’t need new power plants, since we have enough off-peak electricity to recharge as many retrofits as we can build. And magically, as more electricity comes from lower-carbon fuel sources, our cars will get cleaner as they get older! We have cleaner, cheaper, safer ways to drive everywhere.
