We now have a sprinkling of promising companies working to get funded to convert gas-guzzlers. And oil only seems cheap. Using existing technology, we can convert many of them into plug-in hybrids and electric vehicles. We’ll add targeted incentives to jump-start this successor to the $4,500 “Cash for Clunkers” program.
