The ITS study worked with a national sample of households representing a plausible early market for PHEVs—households with a high potential for physically recharging—and enrolled them in a design game. Although it was assumed that future batteries cost less and that there is a time value of money advantage to purchasing the second battery, these advantages did not make up for the total added cost of buying more total battery energy. The pure electric vehicles, for reserve, must carry heavy and expensive batteries—which add expense as well as weight—and must have access to high-powered recharging stations [ 1 ]. Furthermore, even the older version PHEV can recharge at a slow rate using local solar, wind, water-derived or other net zero CO 2 fuel.
