The Volt is, and always has been, more than than an electric car. It isa fundamental change in direction for GM. Lutz, who retired earlier this year, called the car Detroits "moon shot" and an attempt to wrest the mantle of innovation back from the Japanese. The Obama Administration doesnt understand that.
