GM has announced plans for public sales in 2010, and almost every carmaker now says it will sell PHEVs or highway-speed battery electric vehicles (BEVs) sometime after 2010. Batteries not ready. The four-door sedan will deliver 40 miles on a charge; a small gasoline engine will recharge the battery as it approaches depletion, extending its range by as much as 200 miles.
