Starting this year, thousands of battery-powered electric drive Volkswagen vehicles capable of both loading and offloading current—bidirectional charging, as industry calls it—have been rolling off production lines in eastern Germany. And that’s much cheaper than a new $1,300 kit.

If you build a car as a "kit car" with no real factory, then yes, it will never be an economic success. Toyota Prius modders have already been adding larger batteries so the vehicle can run on battery power. So is the management in Washinton DC. The EV1s failure was a failure of Management. Way to go morons.
