d) further provides for alcohol blends as follows: Special provisions for alcohol blends. (1) The maximum ethanol content of gasoline shall not exceed any applicable waiver conditions under section 211(f)(4) of the Clean Air Act. The water contained in hydrous ethanol blends also reduces NO x emissions.
