An overview of the current science of climate change in the draft includes an expanded discussion of short-lived climate pollutants such as methane and black carbon. Vehicle efficiency will continue to improve, and markets for ZEVs will take off, so that when people do choose to travel by car, they will still travel with zero emissions.
