The PHEV (Plug-in Hybrid Electric Vehicle), a subset of the electric car, combines a primary electric motor with a much smaller back-up engine fueled with a hydrocarbon/biofuel mix. (In In this paper PHEV refers solely to the long-range PHEV of 60 miles (100 km) electric-only range.) It is much more than that.

However, the report authors found, the agencies should re-examine certain issues such as consumer behavior and the effectiveness of certain technologies in an upcoming mid-term review. Beginning in 2016, NHTSA and EPA will coordinate a mid-term review that must be finalized by April 2018. only the MY 2017-2021 CAFE standards are final.
