The bill does not restrict who can hold an allowance, nor does it restrict the purchase, sale, or any other transactions involving allowances. Significant tax incentives encourage the conversion of trucks and heavy-duty fleets to natural gas vehicles. Monetary and injunctive penalties are associated with non-compliance.
