The Ad Hoc Working Group on Long-term Cooperative Action (AWG-LCA) was established at the 2007 Bali COP. Developing countries insisted that before they move toward binding GHG emissions reductions commitments, industrialized countries must deliver on their commitments relating to technology transfer for mitigation and adaptation.
