We Promote PHEV Conversion Programs: First CalCars in 2004, then a number of aftermarket companies, have converted over 200 cars — at first most were for fleets, but more and more are going to individual owners. The easiest conversions are for 2004-2008 Prius (not 2001-2003 Prius) and the Ford Escape/Mercury Mariner Hybrid.

The catalytic converter that keeps the ICE from being a gross polluter in conventional cars and hybrids however, isn't kept warm by the continual embrace of an ever-churning engine in a hybrid with all-electric range. Third-party and DIY converters can't muck with every system on a car. Cold starts mean more pollution.

A PHEV with only a 20-mile all-electric range is 62% lower (see printed page 95 in the 2004 study ). They are converting up to 40 15-passenger Mercedes commercial vans into PHEVs, with some vehicles using NiMH and others advanced lithium-ion batteries, plus diesel and gasoline engines. The GREET 1.6
