Cold starts mean more pollution. The catalytic converter that keeps the ICE from being a gross polluter in conventional cars and hybrids however, isn't kept warm by the continual embrace of an ever-churning engine in a hybrid with all-electric range. However, unfortunately green-minded consumers are again left confused.

There are two in San Francisco, Luscious Garage and Pat’s Garage, and one on the Peninsula, A+ Japanese Auto Repair in San Carlos. Consequently, gasoline-power vehicles pollute the most when the engine is first turned on in the morning after being off for many hours. They also appear to be somewhat capricious.

A cap and trade system: While a plurality of Californians (49% support, 40% oppose) support a cap and trade program to curb emissions, there is a sharp partisan split over the idea of buying and selling emissions permits: 57% of Democrats favor it and 55% of Republicans oppose it. Independents are divided (47% support, 44% oppose).
